Do you have to have them for regestration in the Great White North.
Rover sold d-90s in Canada and should be wired from the factory.

To title a 1997 D90 in Canada it has to have operational daytime running lights, if not I would not have them either!!!

Apology accepted, sorry for the smart response back but it was a serious question.
Part of the importation inspection in Canada requires a daytime running light module to be installed and I don't want the LR dealer mechanic here to touch it has he has never seen a NAS D90 let alone work on it!!.
If someone is to screw it up I would like it to be me!
D90 were only sold in Canada in 93/94 and I understand that the
computer used in 1997 may be different and I do not want to set the computer in a "testbook" rage by fiddling with wires.

You should be able to wire in a relay the same as you would wire aux lights. the only difference would be that the switch hot wire would be connected to a (ignition on) source like a radio, or dash light circut, and the hot out from the relay would be spliced into the headlight low beam wire.
I arn't no 'lectrision or nutin but that is what i would try.
Also Canadian rovers should be wired for day time lights, and thus there should be a wiring diagram out there somewhere.

Don't know how electricly incline you are so I found this pin out on a standard relay you can use.
Currently the relay that turns on your headlights has that switch if you jump or short out that switch it would make the headlights come on all the time. Be carful not to jump or short the parking light part of the switch because the parking lights will stay on with the 90 is turned off.
If it were me I would try to come up with a way to add cheaper lower wattage lights to the headlamp enclosures to be used as your Daytime lights that way you don't burn up your headlamps and you are not using as much power. I think newer cars do this, you can tell by watching them when they turn their headlights on and it gets brighter then daytime head lights.
So, the fastest and cheapest way is to just pull your headlight switch out and short the 2 connectors that turn the headlights on and they will be on whenever the engine is running.

I am no electrical guru but understand the principles, also a case of beer will get me a leckie and a mechanic (beer after they work!!) to assist should need be.
I am also waiting for a Factory workshop manual from a friend as maybe the truck is wired for daytime lights already and just needs a relay or some type of adapter as I don't like chopping at wires for no reason!!

My Newfs said "Hello". They keep telling me that they want to go home someday.
Once you get the workshop manual, you can confirm this, but I think that all you have to do is add a relay. My Wife wanted the DRLs on her Disco and the dealer said they could do it by adding a relay.
Also, when I was looking at D90s, I looked at a Canadian 94. Yep, it had DRLs.
