Unsolved Mystery - No High Beam Headlights?

So I cannot get my high beams to work on a 1994 NAS 90. The standard beams work fine, and here are the facts:

The 4 light fuses all appear fine.
Replaced the black, green, and yellow relays (see picture). The black relay is standard beams - can feel it click when turning on standard beams. I suspect the green 5 prong relay may be the relay for high beams? Not sure of course because not working. However, the horn and wipers work fine.
Replaced the short light switch with new Lucas (old switch was new too)
Replaced the turn signal and high beam flash long stalk switch with Lucas (old switch was new too)
Head lamps are both new. Tried 2 brand lights.
Voltmeter shows no power at lamp on high beams.
Both high beams are not working so not an individual lamp wire issue.
Replaced high beam bulb in warning cluster.

I give up - this is beyond my skill to solve. Attempted to trace the wires but that's really difficult.

Did I miss a step? Any help would be appreciated...!

There is no relay. It goes straight through the switch. Probably the how low switch. They like to go bad. Adding relays is a good idea to prevent future switch failures.
Will, I replaced the high/low switch and it still does not work. There appears to be a relay on my truck for standard beams - you can certainly hear/feel it clicking when you turn highlights on.

The relay is just to turn the lights off with the ignition. It is not a typical light relay that takes the power off of the switches.

It is a pretty simple circuit. Get a copy of the wiring schematic and trace the fault with a meter. It could be a broken wire or bad connection.

I had a similar experience when I rewired my headlamps. My issue was I had the low and high beam wires switched. I needed to make custom connectors for my replacement LEDs so I was not protected from myself. With wires switched I got low on low and low on high. Wired correctly and everything worked as expected.

Mine was wrong at the light plug. My front light harness connectors (headlights, parking and turn signals) are all custom due to switching over to LED and I had the wires crossed at the connector.
