Deal on a D90, too good to be true? Need help with title

Hello! New to importing/titling. Any assistance on process/documentation or if this is even possible would be greatly appreciated!!

Im looking at a very well priced 1989 D90 imported from the U.K. per the previous owner ; “Never titled in U.S. I imported 3 year ago. All import, foreign vin, chassis numbers and registration. Needs DOT form and law enforcement inspection for title”.

I live in Florida. And would be handling that through here. What is the process of verifying if this thing is legal and getting it titled in FL?

Before you dive in...what do you consider to be a deal? LHD or RHD? What motor? Beware, most UK trucks have some sort of rust issues. Have you seen the truck?
Has the truck already made it through US customs? Different states vary greatly on registration/title requirements. Here in Maine we only need a handwritten bill of sale for anything over 20yrs old.
“Needs DOT form?” That’s imprecise language, I can’t help but wonder if they’re talking about requirements that should have been met during import. In my mind, a truck on this side of the pond that should be title-able but isn’t should be sold for its value in parts.
To have it titled you need in any state at least, DOT, EPA, and Custom entry form. Only the importer can get those forms, you can not.

$8,500 , RHD, 2.5 Td, haven’t seen it in person. Waiting on some additional pics of the bulkhead, door bottoms etc. a few pics show some decent rusting but nothing horrible “yet”. It’s been in the US for about 2 years per the owner. Just trying to see if this “titling concern” may be worth it.
Could be a good deal assuming everything is in order however most here will recommend to stay away from the 2.5td 19j at all cost. That being said, and assuming well sorted w/ no title issues, $8,500 is reasonable for sure IMO.
