94 Defender Smog Test Failure-Cali Fuel Evaporative Controls Functional

My Defender 90 that has only 49,648 miles failed smog test for Fuel Evaporative Controls Functional test.
The test is a pressurized test for the fuel system connection. I have an external 9 gallon fuel tank that was installed in 2000 before they were banned in California.
The test for for the main fuel tank system.
I am disconnecting the external fuel tank and will re-run the smog test.

Any comments?
