Rob, those are definitely found on the ROW 110's. I've seen several of them with those bars in them. They mount behind the sideways facing jump seats in the rear.

I would take the ARB turn signals out of the equation and try and get the front LEDs to work first then add the ARB signals back in. Check your wiring real good, a bad ground or previous re-routing...
