D90 project whole or parts

My friend who was building a project from my has decided to throw in the towel.
What he has is a 1997 frame that was blasted and painted with some type of epoxy paint to resist rust.
He did modify it with mounts for the 2.5TD that is on it now. Engine runs but does need the Inj pump looked at.
He did get all new Injectors and did the timing belt.
No Title
What he has is:
Frame
Disco axles
Nice wheel that came with the Disco, he had them powder-coated matte black, I've never seen them before w/ 285 75 15 tires
terra firma 2" lift and towers (brand new)
Rolling Chassis $2500
2.5TD with lt77 $1000
Drive shafts $100
Winch Bumper $450
Tub (older with bulkhead) decent shape $500
2 complete wings (Good+ shape, just need paint) $500
Hood (Good + shape) $500
2 seats out of a 1999 (decent shape) some rust on rt seat $450
Seat Box $200
1983 110 wiring loom
Steering column
lots of other parts

would rather sell complete but will part out if necessary
I just threw so prices up to stay in compliance, all are best offer, and excuse if out of line.

He (Hypersteve) wants to sell in as few pieces as possible, so he's going to hold out for a few days before he starts to sell off piece by piece.

Random dash stuff
etc
most importantly, a title
I trying to get answer back from steve on a solid price, but he's up in the sticks killing things

or titled as a "special construction title" more like a kit car built from pieces. Not sure what the rules are but in california you can do a "special construction" one which I will need to take mine to the CHP for inspection.

He'd like to get $5300+ he has poured a ton into it.

If you didn't want the engine, wheels/tires, bumper
Say $3400

Just the Frame, shocks/springs, Axles, wheels/tires $2500

Still trying to sell this as complete or big chunks first.

The frame is pretty much perfect with the brand new suspension, and epoxy painted. The engine has radiator, and air cleaner box. The brakes are all on there with stainless lines.

Damn, that's the bumper you got a while back that I wanted. Would you sell just the A-bar?

It is, I'll sell you the whole thing, but shipping would probably kill it.
I don't think I would ever get rid of it without the a-bar on it.
