Import question

I have my eyes on a 1991 D90 in Europe which I'm thinking of importing. I have a question regarding the 25 year rule, is it 25 years from the year of manufacture, or 25 years from the month and year of manufacture/first registration? According to the owner the truck was first registered in Oct 91. I'm pretty sure I read somewhere that it was recently determined to be the year of manufacture. I obviously want to determine this before making what could be an expensive mistake.

New rules seem to be you have to wait for one year from manufacture to the date. The heritage certificate should have that. As in all matters, Uncle Douglas is the best resource. And Will H too.

Thanks, the VIN states it's a 1991, but doesn't state the month. The registration document however says first registered in Oct 91.

If the first registration is Oct 91 then you can import it right after October of this year since it has passed 25 years. The car was obviously manufactured before Oct/91

In the Documents, it should say the day, month, year of first registration.. if for example the registration states 24/11/1991, make sure you import it after the 24th of that month..Do not put it on the boat on the 23rd of the month...... Does this make sense?

So to be on safe side, bring it in After October. This will Guarantee no issues..

Call the British Motor Heritage Museum and give them the VIN number, they can tell you the day it was manufactured.

It goes by the date the vehicle was manufactured, not the model year or first date of registration. I have this in writing from US DOT.

I just went through this process. My 1991 model year was manufactured in October of 1990. According to the person I spoke with at the museum most vehicles manufactured after August of the prior year are considered the year later.

You also have to make sure that the engine is 21 years old or older. Should match the VIN.

Nope. 25 years old and is the same engine type as when it left the factory. CBP has a blind eye to the 21 year EPA rule.

I just went through this process coming out of England a year or so ago. I had to have a letter from a mechanic with the engine number that stated that the engine was older than 21 years old. Someone somewhere requires that information.
