I'm curious about this. Does this mean in theory that either 421 or 423 may not exist? Or are there just "extras" that these duplicates account for in the production run?

Yeah, that's him. He's been buying and flipping AEV spec'd Jeeps as well. Last year Quadratec did a giveaway for an AEV Brute Double Cab. The lucky winners were a couple from Arizona. Unfortunately, there were health issues and because of medical costs, the winners advertised that they had to sell the Brute on the AEV message board. It appears Mr. Morgan snagged that one up as well.
