1989 ROW D90 in SoCal

My friend who I was stationed overseas with imported his 1987 D90 into California last month and we've been having some trouble with it. I'll be completely transparent with everything, and this will obviously be sold as a project car. It has all original and matching numbers with a 2.5 TD. Licensed and plated in California. When it came off of the boat it was non-op. We towed it to my house and got it started, running very rough. After we started diagnosing things, we found that the head gasket was blown. We tore it apart and found that the rockers were not properly adjusted, causing a few of the push rods to dislodge and fracture the tappet slides. We rebuilt it with all new gaskets, tappet slides, glow plugs, wires, fuel and oil filters, and flushed all the fluids. We pulled and rebuilt the injectors, and checked the fuel pumps which work fine. The plugs have power and glow red hot, and as far as we can tell it is getting proper fuel. It still does not run. We've been asking around and had some people take a look, and no-one has been able to figure it out. He's decided to cut his losses and he'd like to try to sell it. David, Did you try asking the Forum members in the Defender Technical Discussions to see maybe someone will know what the issue is? You mentioned the vehicle is not running at the moment, correct?

How much is your friend asking for the D90?

Good Price even for a non running truck if the under parts are solid. Seems like a good candidate for a 200/300tdi swap or even an ls. GLWS!

No doubt a great deal but I am concerned with the CA title/registration and hope somebody more knowledgeable can chime in here.

Since this was imported and registered by a member of the military, I believe the CARB process will apply when trying to transfer title. That means installing modifications and going to the lab in Santa Ana for approval - a roughly $7,500 process (from G&K).

I want to buy the thing, put in the time/work, and enjoy it. Would hate for it to be flipped for massive profit.

Am I missing something here regarding the CA registration process? Appreciate any help you guys can provide.

It should just be a title change, if it's already registered in California. However if you are registering an out of state defender then u are in trouble !

Point #4 of this post is what worries me (new user so can't post links): defendersource.com//forum/f6/defenders-in-california-everything-you-want-to-know

"There are 6 major ways people bring Defenders in California:

4. Be a military member with out of state plates. If you are a CAC card holding member of the Military stationed in California, you can bring whatever plated out of state vehicle you have. 100% legal. However you can't sell it to someone in the state and have them be exempt from all of the regulations."


After doing some research it appears that military vehicles are brought in under DOT form HS7 (again, can't link to the form but it's easy to google). This was most likely submitted electronically with box #6 checked. Note, clause 6(c) restricts the owner from selling the vehicle as-is to a civilian.


I am pretty confident at this point that CARB compliance will be required before the DMV transfers the title, and you run the risk of receiving a letter from Sacramento if you illegally slip through the DMV w/out issue.

James, this truck already has a title in CA and if registered as a diesel as the seller indicates, it is not subject to CARB compliance as diesel vehicles prior to 1998 are not subject to smog. This truck will transfer to the new seller without an inspection, you simply walk into DMV with the title and transfer it into your name. I don't think this for sale thread is the place for these type of questions.
