ZF Transmission Hesitation Shifting

I've only owned this 97 for a couple of weeks, but DAMN this transmission is tough to get comfortable with.

I'm experiencing what seems like zero pick up and a ton of hesitation in shifting from dead start. What I've noticed is it does not shift until i've clipped 3K RPM. Does this sound normal or do I have a transmission issue I need to deal with?

The truck has less than 50K miles and the previous owner has had all services through 60K performed at Peabody LR in MA which i think is a decent shop. I've got every receipt and there has been no mention of transmission issues before; but then again the previous owner only drove 10-15 miles a day locally around town -which may be the problem.

I'm looking for any advice/opinions you guys might have.

I don't know much about the autos but I think you may need to adjust the kick down cable, but I would also smell the fluid, if it smells burnt then you may have problems.
