Wiper Delay--programmable. Malfunctioning.

I have a bosch programmable wiper relay but I can't get it, or other, programmable relays to work! My normal delay relay works, but the programmable clicks like it wants to latch but doesn't. Before I dig into all the wiring, has anyone had this issue before?

Unfortunately I am awaiting the harness from England, so I have not even gotten to point of failure yet!

If the park switch on the gear is stuck, no amount of programming will make it work.
Do your wipers park in the same position or stop where they are when turned off?

They work normally, including when the regular relay is in. Park normally too.
