Wiper Blown Fuse, and speedo

I finally got a 1997 D90. I am trying to fix fix various things so that I can pass inspection in order to drive it. I can't get the wipers to work. When I checked the fuse, it was blown. I replaced it, and it immediately blew again. I also need to fix the speedo. I now this is an issue with the 97s. I will send the odometer to be fixed by ECR, but I need to fix the speedo-it stays at 0 (never moves). Thanks for your help.

If the speedo stays at 0, I'd check the wiring and sender before the actual speedometer unit. The normal issue with the '97 speedometers is the odometer readout going bad.
