What To Do About This Bolt?

This is the one bolt left over from the tear down that I have no clue what to do with.

At the driver's rear of seat box corner where the seatbelt attaches.

If I cut it down flush, am leaving a bolt that is a safety item for seatbelt. It is too short to get any kind of grip on. Drilling does not work. And if I could get a drill bit to stay in place, it would long out last the bit itself.

Any ideas?

What if you grind it smooth, center punch it and use a cobalt drill bit?

You should be able to get a bit to stay on that.

Knock the shit off with a grinder, use a punch to create a dimple and start with the smallest bit you got. Otherwise, weld a nut on as suggested.
