Came in a misc odds and ends box with a '94 D90. Is this rover related and what is it?

Part of a remedial croquet set. You keep the hoops close together so you're not knocking the balls down across the field trying to get to a distant hoop that's beyond your ability.
The chain is to prevent you from spreading the hoops out too far (some people don't know their limitations).

They work on a lot of aftermarket radios too.

I have that and the 5 sided allen one.
