What holds this in place?

I finally commited to start taking bits of my truck to start/attempt a restoration, I started with my wheels had them media blasted and repainted since I needed new tires. Next step was removal of the external cage and basket, well I got everything off except his part from the cage (see attached pics). Any idea if there's a stud on the bottom of the plate or is it just held in place to what looks to be some sort of adhesive silicone?

She looks kind of bald w/o the cage in the basket

Hello Al,
If adhesive silicone try to get a length of fishing line underneath and pull it under the base. They should separate w/o too much fuss.

Your truck appears to be lifted. I suspect a two inch lift.

I want to say 3", but I think it's a 4" lift it's been a while. Here's a couple of pics for a better visual.
