What goes in here?

I don't know what these 2 things are called, but something is missing and I can't find it in the parts manual.

The part on the left has a hole for the part on the right that is much bigger than the threaded piece on the part on the right.

When I took the old one a part just a bunch of rust came out.

Now its like throwing a hot dog down a hallway.

Nothing that I am aware of. I have taken several apart and it has always been an empty rusty hole.

It's a huge clearance hole to account for the accuracy of the chassis manufacture. There should be a thick giant fender washer that goes opposite the bracket.
