Yes, that's exactly what it's for, to dampen shocks caused by hitting things with just one tire, not to correct wonky steering. Those shocks happen primarily off-road.
And yes, it will provide some additional stability on road as well, but if everything is up to spec in the steering system then that added effect is minimal.
