vacum advance

I) Can this thing be replace without pulling the distributor?
II) Is it necessary to have it operating? I was told it is only there to help with fuel economy, I wanted to call BS but I dont know.

Its been my experiance that performance suffered when the vacuum advance failed. I noticed it a lot on hills. You can change it if you rotate the distributor. Kind of a fiddley job and a real pain if you drop a screw...
