Jimmy, the popping out the exhaust sounds like the firing order is off to me. I know you didn't replace the wires, but double check the firing order. Are you sure you are putting the cap back on the same way?

double checked the firing order, OK. cap on the right way. was spluttering, missing ect before i replaced plugs rotor ect. can turn the rotor 1/4 turn and it dosn't spring back, can also lift it 1/4".

What about the plugs you replaced? Gapped improperly or something? Doesn't seem like that should cause it to not start at all, but worth a shot since it sounds like the distributor is working properly.

You checked to make sure spark is going in and coming out of the distributor correctly? Does the popping get worse/better depending on how you spin the distributor to adjust timing?

Well this is what was wrong;

1)Find Distributor to be damaged beyond service

Replace distributor and reset ignition timing
replace distributor cap and rotor

2) further testing of tune state indicate very poor
spark from ignition coil

replace ignition coil and wiring terminals

3)further testing indicates multiple missfires

replace spark plug HT wire set

4) further testing and CEL (Check engine light)
indicates high idle due to open circuit IAC
(Idle Air Control..."stepper motor")

replace stepper motor

5) Further testing and failure to start (intermittent)
with further CEL codes indicate a failed input to ECU
Diagnose poor ground connection at ECU plug ground pin.

repair ground pin

repair burnt ground wires at rear of engine
and subsequent damage to injector wires

I didn't figure it out, had to take it to the biggest and best Rover shop in Elliott Maine
