torque converter lockup??

I have a '97 d-90, Just installed a replacement transmission and noticed that when I rev the engine that it has a bad vibration in it, So I took it to my local mechanic and he told me that it acted like the torque converter was locked up. What the heck does this mean?? When I drive it, it feels like the transmission is slipping a bit. (I know the transmission was in perfect working order before I installed it)
