I routed the wastegate signal off the manifold so it opens a little later and now I can achieve a little over 10psi. I have threaded the wastegate linkage in a little more as well but have not tested it since. I think I am getting close

Just got back from a test drive. Maxed out at 12 psi! I think I will leave things alone at this point. Thanks for everyone's help. Not sure why the turbo crapped out in the first place, but through a combination of things everything seems to be fixed.
