Unhappy TD5 Speedometer reading 20km/h less than 0 mark

My speedometer in my 1999 Defender 90 TD5 starts 20km/hr below the 0 (physically). Right against the odo reset button. It works fine but will always be 20km/h less than actual speed. Example, You're doing 60km/h and the gauge reads 40km/h. You're parked, it's -20km/h.

Did the needle slips and is there a way to remove the glass? Or is it electronic and needs some sort of reset or adjustment.
