After checking around for all the timing and belt replacement tools, RN's price on the tool kit is now looking pretty reasonable. I'll be ordering that after all. the big oustanding question is the flywheel lock. The hole is in a different place on a 2.8, and while not getting a clear answer, I've received indications from others that the 300 tdi flywheel pin lock won't work on a 2.8. M&D told me to use a 1/4" piece of rod from Lowes/HD in that hole to lock it. Once I get this kit, I'll be able to confirm either way for others who may be considering a 2.8.
