Swivel Pin Fun.

So, I am trying to assemble the swivels and everything seems fine until I put the top pin into the railko bushing when the whole thing binds up solid, even with all the shims in place. Any clue what I am doing wrong? All the parts came together (except the housing) in a kit from Paddocks of Britpart parts.

OK, when I left the "thrust disc" out of the other one by accident, things seemed to preload fine. I am guessing that this is not ideal. The other possibility is that they need 3-4mm of shims to preload correctly, could this be the case?
