Steering box noise

Hallo. I am from Namibia. Recently bought the very last 110 Station Wagon sold here (Feb 2016) I changed the tires to all terrains, but since experience a noise and vibration coming from the steering wheel. This happens only when the wheel is turned to the left, not always in the same spot on the steering circle, and is associated with a vibration felt on the steering wheel. This only happens when friction is relatively high, e.g. at parking speeds. It dissappears when steering on a slippery surface.
Is this normal, and how to fix it? (To date the hydraulic pump on the steering as well as the steering box have been replaced, without effect. The dealership now wants to replace one of the pipes carrying hydraulic fluid.)
