Spare carrier pivot bolt in limbo

I posted this in a related thread, but no bites so I'll try again with better photos. Anybody know how the pivot bolt in the photo is attached on the inside? I got the TC with it this way and it neither goes in nor comes out. It just wants to spin. RN's site shows an exploded view of the TC on page 60 of the catalog (part 34) and it looks different in that mine has no nut on the other end. Somehow mine is attached on the inside of the lower tube. Dunno.

How can I get it out? Or in? It won't budge!

it is just a long cap bolt. I have no idea why it wouldnt go in or out.. sorry

Is the bolt difficult to turn? My guess is that is may have rusted and the PO may have broke the bolt near the threads and now the bolt just spins. Soak the bolt with Liquid Wrench then with a pair of vice grips to the bolt head try and work it out by rotating it CW and CCW.
