Steering damper is the wrong place to start!

1. Hub swivel tension ... How To Adjust Your Swivel Pin Preload - Land Rover Forums - Land Rover Enthusiast Forum

2. track rod and steering rod ends ... check for wear ... they are cheap to change

3. bushes - check with big pry bar

4. shock absorber - if they are worn it can lead to steering shake

Plenty of info in here about your problem. The search is your friend. Here's one example: Death Wobble Eradication - Defender Source

Check your pan hard rod bushings and the rest of them. Old truck. Probably old bushings.

Swivel preload could cause it also; however, it is the most complicated . Check your bushings first.

Panhard Rod Bushings (and bolts)

Steering box bolts may have loosened

Regardless of the symptom, always, always check or just blindly replace the rear link - chassis bushings.

After doing everything else, mine was swivel preload. I second LeastOnce completely.
