Seatbelt Tensioner Question

I am getting close to installing the seat belts; however, they are all completely coiled in from being in storage. I haven't had a chance to take a close look at them, but they do not pull out at all just by alternating pulling and giving slack. I assume there must be some sort of release somewhere for this situation. Can anyone point me to it?

If you're still using the old ones that were originally in the 110, then they have to be mounted at exactly the right angle to pull out and retract. There is a small weight on the side under the plastic cover, and if you pull the cover you can study the assembly and figure out what's up. Suffice to say though, if you go ahead and mount them at approximately a 45 degree angle, then they'll start working.
