Rust issues

1. Small rust forming on bulkhead, passengerside under shelf on the seam where the foot well starts. Approx 2in long flaking and possibly deep but not big yet. Should I grind it off repaint and hope fo the best, or is it time for professional intervention?

2. My drivers side door top is rusted on by one of the bolts. I have the nut off but the bolt will not move, it seems to be siezed with the door. I have tried the WD no go... hammer no luck. Should I sawz-all it off and drill out the bolt or any other ideas.

After the PB blaster, use an airhammer--the heavy vibration should break it free.
