rear tire carrier question

would anyone know why one of my lug nuts would be smaller than the other two on the carrier body? Did LR include locks on the spare at some point? If not and it was changed, someone did a fantastic job replacing one of the threaded rods for the carrier.

Rod probably broke and was replaced. I assume the threaded rod is smaller not just the lug nut.

The rod is the same size as the others, is it possible that the previous owner had it re-threaded to a smaller size in order to fit a lock?
