proper shock mounting

Took apart my front coil spring assembly. Previous owner mounted shock assembly in the manner of Fig A, where the coil spring mounting plate bolts are pinning one of the shock washers down.

Would mounting the new shocks like Fig B result in rattling or suspension noise because the shock disc isn't seated flat on the mounting plate? In Fig B the plate bolts would be underneath the cushioning washer (or at least overlapped).

I didn't think you even needed those little washers.

Yes, I took a 2nd look at the problem and thought why not use smaller diameter washers or just not use them.
