Trying to help a buddy find a place to get 4 wheels blasted and powder coated black in Northern Jerz / Southern NY.

call your local body shop and ask where they send theirs, usually there is one place servicing an entire area.

likely the fastest way, most alloy repair shops do PC ect

Never used them but have heard great things about this place in Staten Island. Very popular with the car show scene. At my old job we had customers sending them brand new $4000 sets of wheels for polishing and coating.
