Plastic Hard Top Fastening

Does anyone know whether or not the rubber grommets that are used to attach the plastic hardtop to the windshield go between the top and the windshield, or do they go on the outside...where it would seem they would do a better job of sealing out water?

Top and the windshield for the fatter doughnut ones, the little thin rubber ones go on the outside. Goop the crap out of it with silicone.
