P1193 Code Explanation

My 97 D90 keeps throwing the 1193 code, "Oxygen Sensor Heater Circuit Open Downstream".
The schematic does not help much. Can anyone help me with a better explanation and what I should be looking for?

A bad rear (post cat) o2 sensor or a break in the wire to the O2 sensor. If you are cheap you can swap the left to the right and see if the fault moves or stays on the same side to figure out if it is a wiring issue or a bad sensor.
