Oil reside by exhaust port / turbo on 200tdi

I'm in the process of doing the head gasket on my 200tdi. After taking the manifold off I noticed there is some oil reside on the first port towards the front of the car by the front of the turbo. I'm assuming this is an issue that should be addressed but since this is my first go around I have no idea. A few weeks ago the truck did some dieseling after stopping that I had to stall it out to get it to stop. I attached a picture.

Just looks like someone spilled oil when filling the cap and it ran down the outside of the head to me.

On a Defender 200tdi, wet ports 1 and 4 can be due to turbo hotside oil leaks.

Did your turbo have blown dynamic seals?
