Odd rust location?

Anyone seen rust here before? Looks like it's just surface, crossmember looks fine. Also are stainless bolts available for the door hinge?

Yes on stainless bolts. Google will find you a million options.

Rust of parts connected to aluminum panels is standard fare. That is what happens when they saved $2 on the trucks by stopping galvanizing those parts.

That's correct, they wanted it to keep pace with the rest of the truck.
