NAS ST roll cage rust at base

I have some rust at the base of three out of the four roll cage base plates where they bolt into the tub. I'm assuming it is due to the metal of the cage and bolts meeting up with the aluminum tub. If so I can't imagine this type of rust is rare. I have searched but couldn't find anything on this and wonder what the potential solutions are?

Should I remove/drill out the bolts and replace with galvanized ones? Maybe before bolting back put some rubber between cage bottom and the tub to separate?
