The plug wires are in good shape. Put in new plugs. Tried a spare ECU and got the same outcome, so it's not the ECU. Spark is getting from the distributor to the plugs, but still not starting. This truck was apparently tuned so much by the previous owner for higher preformance. It seems like the injectors are supplying more gas than needed. Going to pull the injectors and check to see if they may be corroded and slow leaking gas. Is it possible to get too much gas for the plugs to ignite?

I'll check the base idle. Can this still be a factor even though it wont start to begin with?

By the way, thanks for all the feedback/suggestions! Keep them coming!

Use a spark tester to make sure you are getting a good strong spark between the plug wire and spark plug. An open spark done with a screw driver should be almost blue in color - not a weak yellow. If is is weak, you have an ignition system problem. If you have the spark, pull a plug after a start attempt and see if it is wet with gas. If it is wet, it could be just fouled plugs. If it is dry, check for 32psi fuel pressure at the fuel rail during start attempt. Low fuel pressure means a fuel supply problem. For an engine to run you have to have fuel, compression, air and in a gas engine...spark.
