Lug Nut Question

While I was replacing the wheels, I noticed two different lugs on my truck. Why do the Chrome capped lugs have a tapered base and the plain metal lugs have a flat base?

I did search, but saw listings for both lugs used for aluminum wheels....just wanted clarification.

Just wanted to make sure the capped nuts are okay for aluminum wheels. Both will seat the wheel with the washer and the taper doesn't make it through the lug hole on the wheel.
