LR3 mystery part?

So the other day I hear a crunch as I am parking the LR3. The next day I see this (see pic). Did this blue plastic thingy fall out from the engine bay somewhere and get run over. I have looked carefully at it and have determined that, yes, yes I did run over that. It is toast.

But what is it? Or was, rather ...

Just a guess but is it one of those hose straps/keepers for the heater hose that run down the right side engine bank to the firewall?
