Ok there isn't lower head bolts but it is for sure a 3.5 ?

The numbers are 28G and this is a reduced power 3.5 MOD motor. It looks like from my research that there are restrictor plates under the carbs.

Are these the black plastic looking spacers? If so I would like to remove them and see what it does for the power.

Just got back from a 500 mile road trip, the 3.5 is a little under powered on the hills but got 16.5 MPH and there isn't much flat lands on that trip. The LT 85 tranny and tcase are pretty clunky feeling compared to the R380 in my 90.
