Ignition Coil question, when + side is charged, should the - side be charged as well?

Hey all, I need help and as always, is much appreciated. If the right side of the coil has 12 volts going to the +, should the - side be charged as well? I used my test lamp on my coil and when the ignition is turned to the 2nd position, not only the + side of the coil is charged but also the - side lights up as well. I know in Series distributors with points its only suppost to light up when the points open up but since this is electronic ignition, should both the + & - on the coil be sending juice to the ignition module when the keys in the 2nd position?

The - side of the coil will show 12+ until the ign. module inside the dizzy sends out a - signal. That signal will tell the coil to fire upon engine revs. Works the same way as a points system. Points open, 12+ at the neg. side of coil. Points closed, 12- at the neg. side of coil.
