Help removing rear bumper from crossmember

How can I remove these bolts from the rear crossmember?

They just turn with the socket so I'm assuming there's a nut on the backside of the crossmember.

This is directly in front of the fuel tank.

Tell me I don't have To drop the fuel tank to get these bolts off!

The "easiest" way is to drop the tank. Several advantages to this...you get to inspect it and apply anti-corrosive chems. Dropping the tank is super easy. Just think it all through and do your "search" research if you've never done it.

You might be able to loosen the tank skid and get your hand back there. I did that with my 97.

Did you try backing them out? Some are self retained
