Question Heater Pipe Filler Tower

Anybody out there know the purpose of the filler tower? (it is located along the heater pipe on top of the passanger side valve cover) I am about to replace my heater/coolant hoses. The workshop manual states to re-fill via the radiator fill-plug, however the owners manual states to re-fill using the "Filler-Tower". Which one do I use to re-fill the coolant after changing hoses?

I filled both, just to squeeze as much air out of the system as I could.. Let the overflow tank and drain deal with any extra fluid..

Thanks for the reply. Just to clarify, you re-fill via the "filler tower" and the fill plug on the radiator therefor allowing any remaining coolant fill into the overflow tank? As I recall, the overflow tank is slightly higher than the filler tower.
