heater box flap

I understand two LH-side climate control levers (1) control defroster/cabin airflow and (2) air flow to the heater matrix with one position restricting it to blower only and the other position allowing wing vent air to come in. If so, is the bulkhead flap supposed to be closed or opened by a different control? (see pix bulkhead flap)

When I move the LH-side lever that is labeled "hot/cold" I can hear a fwp! fwp! but the bulkhead flap does not move. If a cable mechanism inside the heater box is detached, how do I access it? It seems the heater box is a riveted and closed unit. Or maybe not . . . do I have to take apart the heater box to access the inside cable connection?

the flapping you hear is the other trap door inside t he box that bypasses the heater core. The bulkhead flap should be controlled by the fan speed lever. There is a cable attached to it that should open and close it. Check where it is connected to the heater box, there is a clamp on the cable there that may be lose. look on the side of your heater box against the bulkhead. Thats how I understand it, correct me if I am wrong?
