Hard to turn steering wheel when AC is turned on!

OK help me out here what would cause the rpm's to drop from the normal 600 rpm's to 400 rpm's at idle ? the steering wheel is also harder than hell to turn. I know there will be drag on the system from kicking on the AC but this is ridiculous. should the motor bump up rpm's to make up for the load on the system?
