Hard to start

My 1994 Defender 90 is difficult to start. I have to crank it for up to 15 to 20 seconds and give it gas to get it to start. It doesn't seem to matter whether the engine is cold or hot. It was recently tuned up with new plugs and wires. The fuel pump is also new. Any ideas what could be wrong? Thanks

Soapy water / KY jelly, etc. is is basically a must. Yes, good idea to remove trim panels - only takes 5 more minutes to do so.

I'd go straight to the IACV and check. Easily swapped out too, if it indeed bad. Clean first--and some people remove the spring on the shaft. Some don't. It can directly affect starting and idle when dirty or failed. There is a good article on cleaning it and checking it-- you can/should remove it and make sure the plunger goes in and out with toggling the ignition. There is a decent write up on here but I'm on a mobile device so too hard to find it for you right now.

Pull the plugs and see if they are wet or oily.
