Fuel leak help

Please disregard! I figured it out! I look a lot smarter than I am![/COLOR]
I topped off my new to me 87 ExMOD 90 diesel and fuel is running out of the bottom of what I'm pretty sure is the sediment filter in the right rear wheel well. Should there be a plug in the 2nd hole? If not, why is fuel running out?
