Fuel filter housing 200/300Tdi

Here is a question for those with 200/300Tdi. My fuel filter housing has 4 connections, each number 1 to 4 with arrows indicating directional flow (I assume). I am using the two on the RHD side of the truck, an "in" and an "out." As far as the other two on the LHD side of the truck, the "out" connection is plugged with a bolt and the "in" connection has a threaded coupling with a one-way valve on it. This valve coupling started leaking diesel slowly. Can I just plug it with a bolt? What was it for? BTW, this 200tdi was out of a Disco.
