Question ECM Replacement??

here are the symptoms:
97 d90 st

--when scanned w/ obd2 scanner i can get codes but not clear them
--scanner works fine on variety of other cars
--scanner will only scan when ignition is in ACC position (not when engine running)
--same results with multiple different scanners (inc rover scanner)

the only thing i can think of is that there is a problem in the computer somewhere - any thoughts?
do ecm's ever have to be replaced?

Is the ECM causing/ behaving any differently, regardless of the scan? I can't vouch for OBD II scanners, but I "thought" they would not all work the same as say a dedicated rovacom tool. But maybe that's just me...

seems the same - the problem is that once a year in ny, u need to get the scan for inspection - they run the scan while the engine is running.....
